>>> council member leslie johnson has re-signed. it -- has resigned. scott broom joins us on the phone with more on what happens next. scott, is this effective immediately? >> well, leslie johnson wanted this to be effective on july 31st and as far as we know, she's standing by that. just within the last five minutes, council president ingrid turner called the council back into session and she says that effective immediately, the council is taking away leslie johnson's car and staff and calling for her immediate resignation. that's after about an hour and a half executive session where the entire thing was left hanging this morning. council came in as usual and leslie johnson took her seat shortly after the prayer and the pledge of allegiance, she stood up abruptly and left the room leaving the chair empty. at that point, the county council went into session. leslie johnson issued a statement saying she was going to resign effective july 31st, the end of this council session. she later issued a written statement to that effect calling on her district 6 to move forward and

commuters are forced to wait and walking up the escalators at the foggy bottom metro. i'm lesli foster. not much of us like walking up a flight of stairs but as metro pours millions of dollars into renovations it is becoming a choice that riders really don't have a choice or much say there these days. our lindsey mastis is live there tonight and i understand this report card on metro shows the problems aren't getting much better? >> reporter: lesli, one of the biggest problems are with escalators. here at foggy bottom one is not working at all. the one coming up is working but the one going down is not. metro is also having issues with rail and bus service. rail car reliability is among the worsening problems reported by metro in may including problems with the doors at times causing delays. >> we usually don't notice it until we get on the train. so they are like we are stopping here for a few minutes and the few minutes turns into like seven. >> reporter: injuries to customers is also worse although the report indicates that it is only slightly. nothing like the incident that

metro plans to fix the problem. delia? >> reporter: lesli, i can tell you that reportedly this plaza is one of several stations where the police radios are having major problems with signals that they can't get once they are inside the tunnel. this area was also the scene of a major brawl that happened last summer. the police union says this indeed is a major safety issue. officers report at a number of spots inside stations including metro stare and annacostia their radios lose signals completely forcing officers to avoid the area entirely for fear they may be forced to call for backup and those radios won't work. >> when our police officers identify an issue in a specific location with radio reception we have our technicians go out and try to address it. some things we can address right away, some things take a little bit longer and may have to put an additional antenna there but we are addressing those issues. >> reporter: and that was just about it. we couldn't get a hole lot more detail from the general manager but he did tell us these radio signals work a whole lot like our cel
